Job Purpose

The Department of Transport and Public Works, Western Cape Government has an opportunity for a suitably qualified and competent individual to provide high level administrative support services to the sub-directorates of Land Transport Integration and Oversight in order to achieve the strategic objectives of the Directorate. This post is stationed in George.

Minimum Requirements

Senior Certificate (Grade 12 or equivalent) qualification; A minimum of 6 years relevant administrative experience.

Recommendation

Experience in the following: Using Intelligent Transport Systems, Integrated Fare Management System and on the ground verification (spot checks); Monitoring and evaluating contractual compliance of service providers; A valid code B (or higher) driving license.

Key Performance Areas

Assist in the following: Management of the provision of transport services and public transport infrastructure; Implementation of Non-Motorised Transport and Special Needs Passenger plans and strategies; Supporting and capacitating local authorities with regard to the implementation of land transport service; Monitoring contractual compliance of the bus public transport service provider through Intelligent Transport Systems, Integrated Fare Management system and on the ground verification (spot checks); Highlight need for intervention / evaluation in event of contractual non-compliance; Analysing operational data; Conducting desktop research on matters relating to land transport; Research and analysis of local community public transport needs and opinion; Update and maintain a filing system in accordance with the departmental file plan and Electronic Content Management system; Perform advanced typing work; Coordinate logistics and meeting arrangements; Collect, analyse and collate information as requested; Develop and maintain databases; Remain abreast with legislation, prescripts, policies, procedures and processes that apply to Land Transport, and to ensure the effective and efficient application thereof. (NLTA, PLTF, PFMA, PSO’s); Processing of service provider payments, S&T claims. timeous payment of expenditure accounts and projections of expenditure of sub-directorate.

Competencies

Knowledge of the following: all legislation, regulations and policies impacting on public transport activities; Internal office procedures, e.g. copy, sort, fax and verify document legibility; Supply Chain Management processes; Applicable information management systems; Problem analysis and decision making ability; Creative Thinking; Communication (written and verbal) skills.

Remuneration

R 261 372 per annum (Salary Level 7)

Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

Summary

The incumbent is responsible for optimizing inventory levels and ensuring efficient stock management through accurate demand forecasting, strategic planning, and collaboration with cross functional teams. The role aims to enhance operational efficiency, minimize carrying costs, and uphold product availability, ultimately contributing to the overall success of the organization’s supply chain and customer satisfaction.

Responsibilities     

  • Adopt and implement planning vision, strategy, policies, processes and procedures to aid and improve operational performance.
  • Develop and implement inventory planning strategies to optimize stock levels and minimize carrying costs.
  • Generate and analyze inventory reports, identifying trends and areas for improvement.
  • Generate regular reports on inventory performance, highlighting key metrics and trends
  • Leada team of inventory control staff provide training, support, and guidance to ensure effective performance and goal achievement.
  • Load, maintain and ensure integrity of item-level product forecasts in ERP Planning System
  • Monitor inventory turnover rates, identify slow moving or obsolete items, and recommend appropriate action
  • Create and track replenishment orders and shipments for continuous supply of stock to ensure availability.
  • Demand planning including review of historical consumption and forecasts with stakeholders
  • Coordinate with logistics and commercial warehouse teams to streamline inventory processes and improve overall efficiency
  • Review of NAS stores organization parameters in view of consumption trends and user decisions
  • Analysis of monthly inventory report from outstation to determine top-up quantities
  • Preparation of monthly stock status  and consumption index by product category
  • Conduct weekly stock review and flag any abnormal consumption
  • Implement and maintain best practices for inventory control, ensuring accuracy and compliance with company policies.
  • Evaluate and recommend improvements to existing inventory planning procedures.

Job Requirements        

  • Degree in Procurement/Supply Chain Management or other relevant business degree.
  • 5 years’ experience in Supply Chain environment. Preferable in inventory control & planning
  • Knowledge of inventory management.
  • Knowledge of Oracle ERP and other relevant IT tools
  • Professional certifications (e.g. CIPS, KSIM, APICS, CILT)
  • Member of Supply Chain Body CIPS, KISM, APICs, CILT
