Deputy Manager Cyber Security – Payment Systems Banking and Payment Services (BPS) at Central Bank of Kenya
Job Description

Job Purpose
The role holder is responsible for assessing existing and emerging cyber risks in the payments ecosystem both Retail and Large Value Payments including review of cyber security standards, laws, policies, guidelines and other related frameworks. The role holder will analyze statutory data returns, audits, market developments, consumer complaints to advice on corrective actions and to induce change where necessary in compliance with the existing National Payment System (NPS) laws. The role is responsible for reviewing payment system cyber security submissions for licensing in compliance with the National Payment System (NPS) laws, guidelines, standards and best practices.
Key Duties and Responsibilities
Strategic Responsibilities
- Contribute as appropriate to the performance of the function and to the overall achievement of the BPS’s strategic objectives.
Technical and Operational Responsibilities
- Oversight of cyber security for retail and large value payments system (RPS/ LVPS) including i.e. ACH, EFT, Cards, Mobile Payments, switches, KEPSS and any other licensed or designated payment system.
- Carry out cyber security assessments of payments systems against BIS core principles and set standards.
- Assist in the preparation of oversight reports RPSs e.g. Monthly reports, Quarterly and Annual reports.
- Determine data requirements and relevant returns to facilitate oversight of payment systems providers.
- Conduct online monitoring of PSPs transactions.
- Undertake on- site oversight examination/off-site surveillance of PSPs.
- Administer and enforce the Acts and Regulations and enforce supervisory actions on PSPs contravention of the regulatory requirements.
- Identify infrastructures that meet the criteria for FMIs for purposes of designation.
- Review audit and incident reports and recommend regulatory action.
- Receive and review complaints/enquiries on a payment system/product from customers/users.
- Continuously/periodically monitor implementation of recommendations made to rectify or enhance certain critical functions or areas highlighted during on-site oversight.
- Identifying weaknesses and action points in the operation of payment systems.
- Prepare inspection program, develop pre-inspection template and risk assessment matrix template.
- Work with industry stakeholders in developing awareness and capacity building programs cyber security for payment systems.
- Research on new threats/technologies/vulnerabilities impacting payment systems globally and locally, providing the necessary guidance both to the Bank and Industry.
- Develop guidelines, circulars and other relevant supervisory tools for cyber-security.
Other Responsibilities
- Performing any other duties as assigned by Manager and the Assistant Director.
Requirements
Qualifications
- Bachelor’s Degree in a relevant field e.g. Information Technology, Computer Science or related field.
- Professional qualifications in information security certifications such CISA/CISSP/GIAC/CEH/OSCP or any relevant qualification for cyber risk experts and any other memberships are an added advantage.
- Any recognized international and professional Information Technology certification e.g., ITIL Service Management, ISO (20k or 27001) Lead Implementer /Audit), COBIT will be an added advantage.
Work Experience
Five (5) years’ experience working in information systems audit, cyber risk and/or related field and role.

KEY RESPONSIBILITIES:
Planning and Reporting
- Collaborate with the Programme Manager-RKM to strategize and execute communication plans and media strategy for RCK’s initiatives.
Support in the design of communications business plans and initiatives that ensures the RKM department delivers high-value results.
Content Development
- Develop and curate high-quality stories centered on our beneficiaries that showcase the tangible impact of RCK’s initiatives. These narratives should be tailored for optimal engagement across digital platforms and be suitable for marketing, fundraising, and public outreach campaigns.
- Curate topical and timely content; Identify and generate content that aligns with RCK’s core priorities, ensuring relevance to global events, awareness days, and significant moments. This proactive approach aims to engage audiences effectively and deepen their connection with our mission.
- Centralized Content Dissemination; Systematically share and distribute developed stories and content, ensuring that the material is accessible through recognized and approved information management.
- Uphold Organizational Protocols in Content Creation; Ensure that all content adheres to RCK’s safeguarding guidelines, and brand guidelines, to maintain the organization’s integrity and protect its beneficiaries.
- Engage in feedback loops and audience analysis; Regularly gather feedback on released content, analyze audience responses, and adjust content strategies based on these insights to optimize engagement and resonance with the target demographics.
- Stay updated with content development trends; Invest time in continuous learning and professional development to stay abreast of the latest trends in content creation, storytelling, and digital engagement, ensuring RCK’s communications remain current and effective.
- Collaborate with external multimedia consultants/suppliers; Work closely with video, photography, and design consultants to ensure quality multimedia content production, optimizing the narrative and visual appeal for maximum audience impact.
- Generate lay summaries, op-eds, policy briefs, speeches, annual reports, magazines, newsletters, among others, and keep the website updated in liaison with the IT Officer.
- Conduct daily media monitoring and share with stakeholders for regular news and updates.
- Maintain our social media sites by keeping them vibrant and communicating change stories to ensure traffic. Conduct media analysis to understand progress and our audience.
Media Relations
- Develop and maintain key media contacts and build strategic relationships with media in Kenya, including international correspondents.
- Proactively pursue opportunities to pitch compelling story ideas including press releases to the media.
- Facilitate and coordinate RCK’s engagement with the media in Kenya to position the organization as a credible voice for the displaced populations and voice of authority on advocacy, humanitarian and development issues.
- Coordinate, plan and facilitate media visits to RCK’s programmes.
Internal and external communications:
- Facilitate staff engagement during key local and global moments; Organize internal and external events, webinars, or workshops during significant global occasions or awareness days.
- Support staff training for effective communication; Design and deliver training sessions or modules for staff, enabling them to articulate RCK’s impact and contribution effectively.
- Implement feedback mechanisms for continuous improvement;
- Create and manage feedback channels where staff can provide insights, share concerns, or suggest improvements regarding internal communication strategies.
- Perform any other related duties assigned.
Qualifications & Experience
- Bachelor’s degree in Communications, Marketing, Journalism, International Relations, Social Sciences or any other related field.
- A minimum of 2 years’ experience in communications, graphics design and brand management.
- Excellent writing, editing and photography skills.
- Experience creating content for digital platforms i.e. websites and social media.
- Experience in media, humanitarian sector and donor engagement.

Summary
Reporting to the Senior Manager IT Strategy and Architecture, the position holder’s role will be to shape and drive end to end Architecture for IT for Safaricom, ensuring that our technology assets continuously evolve to deliver best customer experience, enable new rich services and meet future operational targets. This role requires a high caliber individual with strong strategic mindset, solid understanding of IT Architecture together with underlying IT infrastructure is a key imperative. The role holder should be inquisitive, always keeping abreast with emerging IT best practice. He / she should additionally have a track record of working effectively with a wide set of stakeholders on complex technology programs.
Key Responsibilities;
- Manage target architecture vision and roadmap in alignment with Safaricom strategy.
- Design, develop and deploy Enterprise Architecture practices, standards, frameworks and patterns.
- Test and onboard new technologies and suppliers to drive innovation and meet emerging business requirements.
- Provide thought leadership on contextualization of global best practice for Safaricom Enterprise Architecture and IT strategy
- Develop standards to guide Solution Architecture practice and other teams in day-to-day delivery.
- Lead the evaluation and selection of hardware and software products
- Develop and maintain the technology roadmap for assigned area, collaborating with business and IT partners to ensure that the roadmap creates business value with technically sound solutions.
- Provide key inputs into financial management processes to align budget priorities with strategy and architecture
Qualifications;
- University degree in Information Technology or a telecommunications biased discipline.
- Experience of leading development of complex technology strategies, architectures or roadmaps
- Demonstrated experience implementing standard architecture and governance frameworks in a busy IT environment. TOGAF preferred.
- Certification in leading Architecture frameworks will be added advantage. This may include TOGAF, CGEIT.
- Good understanding of broad set of technologies used in IT.
- At least 7 years’ experience working in a software engineering or planning role for BSS or OSS applications.
- Demonstrated experience working within financial and supplier management processes.
